EDUCATION AND EXPERIENCE

Personnel Technician I – Requires a High School Diploma and 3 years related experience.
Personnel Technician II - Requires a High School Diploma and 3-5 years related experience or an equivalent combination of education and experience.
Personnel Technician III - Requires a High School Diploma and 5-7 years related experience or an equivalent combination of education and experience.

ESSENTIAL JOB FUNCTIONS

  • Updates the payroll system with current information on all employees.  Reviews time sheets, enters hours worked and leave taken into computer payroll system; generates and processes payroll direct deposit on a bi-weekly basis, and submits payroll tax payments using EFTPS.  Posts payroll, payroll disbursements, and other payroll-related journal entries to the general ledger.
  • Uploads retirement withholdings and completes monthly retirement reports through the State ORBIT system.
  • Balances voluntary payroll deductions, such as insurance, garnishments, AFLAC, YMCA, 401(k), etc. and disburses to the proper agencies.  Reconciles insurance invoices (health, dental, life, disability, etc.) to payroll deduction records monthly.
  • Prepare quarterly federal and state payroll reports, and annual W-2 tax statements for all employees and reconcile these totals to year-to-date payroll information.
  • Prepares and submits 1095-C forms to the IRS.
  • Assist in procedural activities in applying specific personnel procedures and guidelines, in gathering and compiling employee and position information, and in viewing, processing, and maintaining records in programs such as employee relations, manpower planning, policy administration, and position analysis.
  • Assist in maintaining the city’s benefits program; explains a variety of policies and procedures to new, current, and terminating employees; advises employees on routine personnel and personal problems.
  • Acts as job information adviser; assists with interviews for positions; evaluates qualifications or vacancies or promotions; discusses management needs; selects or refers prospective employees based on duties and responsibilities of individual positions.
  •  Assist in form processing and recordkeeping activities, gathering information and conducting studies. 
  • Performs related duties as required.
